Although the importance and role of new health technology assessment (nHTA) is growing every day, there is no clear guideline for the standard of judgment whether a case requires new health technology assessment, which has caused much confusion in the business and medical world. 

In order to solve such a problem, the National Evidence-based Healthcare Collaborating Agency (NECA) developed a guideline that clarifies the standard of judgment for nHTA as well as the standard for assessing safety and effectiveness to promote the predictability, consistency, and transparency of the new health technology assessment.
